Joyce Padela

Joyce Padela has a diverse background in various technical and managerial roles. Joyce is currently serving as the Chief Data Officer at the National Highway Traffic Safety Administration NHTSA since 2022. Prior to this, they worked as a Senior Technical Program Manager at INTERPOL from 2021 to 2022, where they played a key role in the IT Modernization program and presented initiatives to senior leadership. From 2018 to 2021, Joyce worked as a Technical Specialist INFOSEC at The National Institutes of Health, where they managed cybersecurity projects and led organizational change. Joyce also served as a Technical Project Manager at Anthem, Inc. in 2018, leading cross-functional teams and overseeing software/systems development and data warehouse programs. In addition, Joyce has experience as a Manager at Enterprise Resource Performance Inc. where they provided support for the VHA Community Care Program, and as a Senior Technical Project Manager at Anthem, Inc., where they led various cross-functional teams and managed strategic product capabilities and data analytics architecture design.

Joyce obtained a Doctor of Philosophy (PhD) in Information Systems, with a specialization in Artificial Intelligence, from the University of Maryland Baltimore County. Joyce completed this degree from 2022 to 2025.

Prior to that, they pursued another PhD in Information Systems from the same university, specializing in the broader field of Information Systems. This degree was completed from 2022 to 2024.

Earlier in their education, Joyce earned a Master of Science (MS) degree in Computer Information Systems from the Florida Institute of Technology. Joyce was enrolled in this program from 1997 to 2003.
