Femila E. currently serves as the Acting Associate General Counsel at the National Indian Gaming Commission since June 2023. Prior experience includes nearly a decade at the U.S. Department of the Interior, where Femila E. held various legal roles, culminating in the position of Assistant Solicitor, overseeing the Branch of Self-Governance and Economic Development. Notable responsibilities included acting as a primary legal advisor to the Deputy Assistant Secretary for Indian Affairs and a detail with the Office of Congressional and Legislative Affairs. Femila E. began legal training as a law clerk and intern, providing vital support in legal counsel on Indian Affairs matters. Academic credentials include a Juris Doctor from Loyola University New Orleans, a visiting program at the University of San Diego School of Law, a visiting student status at The University of Waikato, and a Bachelor’s degree in Communication Studies from Chapman University, graduated Magna Cum Laude.

National Indian Gaming Commission
The National Indian Gaming Commission is an independent federal regulatory agency within the Department of the Interior and is committed to the prompt and efficient regulation of the Indian gaming industry, which spans more than 420 gaming establishments, associated with nearly 240 tribes across 28 states. Congress established the agency through the Indian Gaming Regulatory Act in 1988. The Commission’s primary mission is to regulate gaming activities on Indian lands; to ensure that Indian tribes are the primary beneficiaries of gaming revenue; and to assure that gaming is conducted fairly and honestly by both operators and players. To achieve these goals, the Commission provides technical assistance and training to tribes and tribal regulators; conduct audits and background investigations; review and approve Tribal gaming ordinances and when necessary undertakes enforcement actions, including the issuance of violation, assessment of civil fines, and/or issuance of closure orders.
