Richard E. Dizinno

VP, Office of Strategy, Policy, & Government Affairs at National Insurance Crime Bureau

Mr. DiZinno serves as the Vice President of the Office of Strategy, Policy, and Government Affairs, overseeing the formation and implementation of overarching external, operational, and internal policy for NICB. He joined NICB following years of experience within the insurance industry, a private law firm, and more than a decade of public service. Most recently, he served as Chief Counsel for National Security and Crime for the U.S. Senate’s Judiciary Committee from 2017 to 2020, and then as an Associate Deputy Attorney General at the U.S. Department of Justice, focusing on DOJ’s most significant national security matters.

After attending College of the Holy Cross, Mr. DiZinno joined Travelers Insurance as a coverage and claims specialist, working in their Special Liability Group handling environmental, asbestos, toxic tort, and other large loss claims and litigation. He attended George Washington University School of Law and served as a Judicial Assistant for the Chief Judge of the U.S. District Court in D.C.. Mr. DiZinno spent four years as an associate at Howrey LLP, a specialty litigation firm in D.C., working on white-collar, antitrust, and complex litigation. In 2009, Mr. DiZinno joined the United States Attorney’s Office in the District of Columbia as a federal prosecutor. He served in the Homicide, Fraud and Public Corruption, and National Security sections and tried over fifty cases to verdict over eight years. In 2017, he was hired by the U.S. Senate Judiciary Committee, where he served as its Chief Counsel for National Security and Crime for three years before returning to DOJ working in the Office of the Deputy Attorney General.
