Bernard Fulton has a diverse work experience in policy and government relations roles. Bernard most recently served as the Vice President of Housing Policy and Regulation at the National Multifamily Housing Council since August 2023. Prior to that, they were the Vice President of Government Relations at the Housing Policy Council from April 2021 to July 2023. Bernard also worked as a Senior Policy Representative at the National Association of REALTORS® from August 2019 to April 2021. Bernard has held positions such as the Director of Government Relations at ZERO TO THREE, Deputy Assistant Secretary for Congressional Relations at the U.S. Department of Housing and Urban Development, and Legislative Representative at the City of New York. Bernard started their career as a Legislative Consultant at Reno & Cavanaugh, PLLC and later worked as a Legislative Director and Legislative Assistant in the U.S. House of Representatives. Bernard also served as a Legislative Director and Legislative Representative at the Association of Community Organizations for Reform Now (ACORN).

Bernard Fulton obtained their Bachelor of Arts degree in Government from Harvard University during the years 1987 to 1991. Later, from 1991 to 1994, they pursued their Juris Doctor (JD) degree at the University of California, Los Angeles - School of Law.
