Mr. Biswamohan Mahapatra, is the Non-Executive Chairman of NPCI. He assumed charge with effect from February 8, 2018. Mr. Mahapatra is a career central banker, career spanning over 33 years at the Reserve Bank of India (RBI) and retired as its Executive Director in August 2014. As Executive Director in RBI, he handled Banking Regulation and Policy and was instrumental in implementation of Basel III Regulations. He was also a Faculty in the areas of Banking Regulation, Supervision and Risk Management. He held the position as Regional Head of RBI for West Bengal and Sikkim. In 1999, he pioneered introduction of Asset-Liability Management and Risk Management System for the banking system in India. The Guidelines for setting up of Universal Banks and differentiated banks like small finance bank and payments bank were overseen by him. He was associated with various Working Groups and Committees and also represented the RBI as Member in the Basel Committee on Banking Supervision’s Policy Development Group and Macro Prudential Group.
Mr. Mahapatra was also an Advisor to RBI on new bank licensing process. He had been an external Senior Advisor, Ernst & Young LLP, for financial services regulatory matters. He is also an independent director on various company Boards, to name a few : Edelweiss Financial Services Ltd, Ujjiwan Small Finance Bank, etc.
He pursued Master of Science in Management from Arthur D. Little Management Education Institute, Cambridge, USA (presently Hult International Business School, Boston, USA) specialising in Finance and was in the Dean’s List in all the three phases of the Program. He completed his MBA (Finance) and Masters in English Literature from University of Delhi and Jawaharlal Nehru University, New Delhi, respectively. He has co-authored a book entitled "Derivatives Simplified – An introduction to Risk Management."
