Katie Horneffer

Katie Horneffer, MPH, currently serves as the Associate Director of Strategy and Planning at the NC Department of Health and Human Services, focusing on policy development, federal engagement, and health equity initiatives within NC Medicaid. Previously, Horneffer held roles such as Monitoring & Evaluation Lead, where responsibilities included enhancing clinical data for quality measurement and supervising evaluation efforts across various projects. Horneffer has experience as an Intern at Care4Carolina and the Bipartisan Policy Center, where contributions involved advocacy for Medicaid expansion and research on public health policies. A former Research Assistant at Harvard T.H. Chan School of Public Health, Horneffer has worked on healthcare quality projects and has contributed to community health needs assessments during an internship at Vanderbilt University Medical Center. Educational accomplishments include a Master of Public Health from UNC Gillings School of Global Public Health and a Bachelor of Arts from Vanderbilt University.
