Bill Holmes, MPA, has a diverse work experience spanning over three decades. Bill is currently serving as the Senior Communications Director at the NC Rural Center since 2023. Prior to this, they were an Adjunct Professor at North Carolina State University starting from 2019. From 2019 to 2023, they held the position of Assistant Secretary, Outreach and Rural Programming at the North Carolina Department of Natural and Cultural Resources. In this role, they focused on solving small and rural community issues, such as broadband access and downtown development. Bill has also worked as the Director of Legislative and Public Affairs at the North Carolina Department of Information Technology from 2017 to 2019. Deciding to further enhance their knowledge and skills, Bill returned to North Carolina State University in 2009 and successfully obtained a Master's degree in Public Administration in 2013. During this period, they also earned a Graduate Certificate in Public Policy in 2012. Additionally, Bill Holmes acquired an Accounting Certificate from Wake Technical Community College, though the specific dates of their study are unknown.
