Joan Durocher has served as the General Counsel and Director of Policy at the National Council on Disability since January 2002 and has been a Commissioner for the ABA Commission on Mental and Physical Disability Law since 2002. Joan Durocher holds a Juris Doctor degree from the University of Maryland Francis King Carey School of Law, obtained between 1994 and 1997, and earned a Bachelor of Arts in Political Science from Michigan State University from 1990 to 1994.

National Council on Disability
NCD became an independent federal agency in 1984. In 1986, NCD recommended the enactment of an Americans with Disabilities Act (ADA) and drafted the first version of the bill which was introduced in the House and Senate in 1988.
