NCD became an independent federal agency in 1984. In 1986, NCD recommended the enactment of an Americans with Disabilities Act (ADA) and drafted the first version of the bill which was introduced in the House and Senate in 1988.

The Advisory and Support Team at the National Council on Disability provides expert guidance and administrative assistance to ensure the effective implementation of disability-related policies. The team consists of Advisors who offer strategic recommendations, a Staff Assistant and Administrative Support Specialist who manage logistical tasks, and a Technical Specialist who addresses technical concerns, all working together to support the council's mission and initiatives.
