Chad Coggins is an experienced professional with a career spanning over 18 years, primarily at NCDOT since October 2005, currently serving as Division Project Team Lead, overseeing a variety of infrastructure projects, including significant urban widening initiatives. In prior roles, Chad has functioned as a Project Development and Environmental Analysis Engineer, where expertise in NEPA/SEPA practices was showcased, and as an Environmental Officer, ensuring compliance across six counties. Before joining NCDOT, Chad worked as a Fisheries Biologist at the ECU Institute of Coastal and Marine Research, managing observer activities and ensuring regulatory compliance for fisheries data collection. Academic credentials include a Master’s degree in Ecology and a Bachelor’s degree in Marine Biology from East Carolina University, along with specialized programs in Highway Engineering and Engineering Principles from North Carolina State University.
