Heather McDougall

Heather McDougall is an experienced Human Resources professional with a diverse background in consulting, recruitment, and HR management. Currently serving as a Human Resources Consultant at NCDOT since June 2022 and a consultant for Thrive Single Moms since May 2017, McDougall has dedicated efforts to empower and support marginalized communities. As the owner of Star Catcher Executive Search, LLC since January 2000, McDougall has provided HR leadership and expertise to various clients, including Bright Sky Health Care and Target Corporation. Previous roles include Salary Administrator/Recruiter for the State of North Carolina, Human Resources Manager at Garner Holt Productions and Forest Home, and various HR positions at County of Riverside, MediaOne, Telesis Home Care, and PacifiCare Health Systems.
