Philip Sandel, PE, DBIA has extensive work experience in the field of transportation engineering. Philip currently serves as the Vice-President GA/SC Operations Manager at Neel-Schaffer, Inc. since August 2021. Prior to this role, they held several positions at the South Carolina Department of Transportation, including Regional Production Engineer, Design Manager Upstate RPG, and Roadway Design Lead Upstate RPG. Their tenure at the South Carolina Department of Transportation spanned from 2008 to 2021. Before joining the department, they worked as a Transportation Engineer at Dennis Corporation from 2007 to 2007 and Mulkey Engineers and Consultants from 2002 to 2007.

Philip Sandel, PE, DBIA obtained a Bachelor of Science (B.S.) degree in Civil Engineering from the University of South Carolina-Columbia. Philip completed their undergraduate education from 1997 to 2001.
