Richard Kelly

Richard Kelly is an experienced professional in the field of Geographic Information Systems (GIS) with a strong focus on Next Generation 9-1-1 technologies. Currently serving as the Co-Chair of the Utilization of GIS Data in NGCS Working Group at NENA: The 9-1-1 Association and as a member of the APCO Standards Development Committee, Richard has contributed significantly to standards development efforts. Prior roles include Director of NGCS State and Federal GIS Advocacy at Motorola Solutions, where advocacy for GIS work across various government levels was emphasized, and VP of Enterprise Geospatial Solutions at 911 DATAMASTER INC, where Richard oversaw large-scale GIS programs and aimed to educate peers on 9-1-1 technology advancements. Richard holds a Master of Arts in Applied Geography and a Bachelor of Arts in Geography, both from Texas State University, and has a history of notable engagement in GIS and mapping projects with various organizations over a career spanning more than two decades.
