Joseph Wagner is an accomplished professional with extensive experience in various technical and environmental roles. As the Owner and Technician at Over the Reef since November 2019, Joseph specializes in the design, construction, and maintenance of specialty lab tools and equipment. Concurrently, Joseph serves as the Wetlands Agent and Enforcement Officer for the Town of Andover, CT, focusing on the enforcement of wetlands regulations and assisting the public in application processes. New England Bioassay has been in business as a toxicity laboratory for over 25 years. As of February 2020, NEB became a woman-owned small business. The laboratory in Manchester, Connecticut provides services to more than 150 active industrial, municipal, environmental engineering, and risk assessment clients. Our laboratory staff conducts toxicological testing to meet our clients’ needs for whole effluent toxicity (WET) compliance testing, site-specific water effects ratio (WER) testing, toxicity identification evaluations (TIE), soil and sediment bioassay testing, and specialized product/chemical assessments.
