Oleg Kostin

Oleg Kostin serves as the Director of Operations at New Jersey American Water since January 2004, overseeing the alignment of production operations and ensuring regulatory compliance across the state. Key responsibilities include operator training, establishing standard operating procedures, and implementing quality assurance programs while identifying and executing efficiency improvement projects. Oleg has extensive experience in the water industry, having held positions such as Senior Manager and Production Manager, where daily operations were managed for a system serving 1.3 million people. Prior to New Jersey American Water, Oleg worked at Elizabethtown Water Company as Superintendent of Plant Operations and held various roles at New Jersey American Water Company and Passaic Valley Water Commission. Oleg holds a Master’s degree in Biology and a Bachelor’s degree in Environmental Science-Biology, both from William Paterson University of New Jersey.
