Kevin Simmons

Senior Program Manager at Nexant

Kevin Simmons is a Senior Program Manager in Nexant’s Utility Services business unit based out of the San Francisco, CA office. Over the last 23 years, Kevin has managed the technical support for utility demand side management (DSM) programs, evaluated energy efficiency projects, and completed EM&V for various energy efficiency and demand reduction programs. For the past 13 years, he has managed Nexant’s support for Pacific Gas & Electric’s (PG&E) Custom Retrofit (CR) Program (formerly NRR-DR). Kevin and his team review dozens of EE projects each year for all types of facilities, from small retail stores to large refineries and other complex industrial facilities. He has also managed other programs, such as the new construction Savings By Design (SBD) program, and Nexant’s pay-for-performance Refinery Energy Efficiency Program (REEP). While Nexant reviews dozens of EE projects each year for all types of customers through the CR program, the REEP program focused exclusively on refineries, and projects were extremely complex, requiring technical expertise from multiple Nexant business units.

Kevin is responsible for maintaining quality and consistency throughout all Nexant work products. He coordinates with multiple clients, provides periodic reporting, and maintains client satisfaction. He relays program changes to the staff engineers and works with them to properly incorporate the changes into their work. He also coordinates directly with customers, project sponsors, and PG&E to resolve savings and M&V disputes and to develop program guidelines in conjunction with PG&E’s program managers.

Kevin provides due-diligence review, inspection services for performance contracting projects, engineering oversight, and consulting services on retrocommissioning (RCx) and energy auditing projects. He also designs and coordinates evaluation, measurement, and verification (EM&V) strategies to evaluate the effectiveness of DSM programs. Kevin holds an MS and a BS in Mechanical Engineering, both from the University of Maryland.
