Ellen Harris

Ellen Harris is a seasoned legal professional currently serving as the Chief Legal Officer and General Counsel for the Chicago Housing Authority since July 2022. Additionally, Ellen Harris holds the position of Senior Counsel at Norris McLaughlin, where the legal practice focuses on real estate and construction law matters, including the negotiation and creation of agreements for construction, redevelopment projects, and government-owned asset leases. Previously, Ellen Harris was the Chief Legal Officer for the Newark Housing Authority. Educational achievements include a Doctor of Law (JD) from Seton Hall University School of Law and a Bachelor of Science in Educational Research from Bucknell University, graduated in 1981.
