Kim Tolbert has a diverse work experience spanning over two decades. Kim began their career in 1998 as an Assistant to the City Manager at the City of Dallas, where they managed the City Manager's and Mayor/Council offices, handled budget preparation and reporting, personnel administration, and coordinated daily work activities for staff. In 2004, they joined the City of Dallas, Department of Aviation as an Assistant Director of Finance and Administration, overseeing financial and administrative matters. In 2008, they transitioned to the North Texas Tollway Authority, first serving as Chief of Staff, where they directed administrative activities, developed policies and procedures, and led special projects and organizational-wide initiatives. Kim then progressed to the role of Assistant Executive Director, before assuming their current position as Director of Strategy and Innovation in 2012. In their current role, they are responsible for executing the Authority's Strategic Plan, providing administrative oversight, and driving strategic project management and innovation efforts.

Kim Tolbert received a Bachelor of Arts (B.A.) degree in Political Science and Government from the University of North Texas in 1991. Following this, they pursued a Master of Public Administration with a specialization in Local Government at the same university from 1991 to 1993.
