Shelby Hartley

Shelby Hartley is a seasoned communications professional with extensive experience in strategic advocacy and public relations. Currently serving as Strategic Communications Manager and previously as Advocacy Communications Manager at the National Rural Electric Cooperative Association (NRECA) since March 2020, Shelby has a strong background in governmental communications, having held roles such as Communications Director for Congressman Neal Dunn, M.D., and Press Secretary for Congressmen Andy Harris, M.D., and Dan Benishek, M.D. Additional experience includes running communications for a congressional campaign, managing aquatics at the Army Navy Country Club, and various roles in coaching and teaching swimming. Shelby holds a Master of Arts in Communication and Media Studies from Georgetown University and a Bachelor’s of Arts in Politics and Psychology from Juniata College.
