Dr. Julian Mills-Beale

Dr. Julian Mills-Beale currently serves as the Director of Codes and Standards at the National Ready Mixed Concrete Association, a position held since January 2023. Previously, Dr. Mills-Beale worked as a Senior Civil Engineering Associate at Sci-Tek Consultants, Inc., where responsibilities included proposal development and project management from June 2020 to March 2022. An extensive academic career includes serving as an Associate Professor and Assistant Professor of Civil Engineering at California Baptist University, focusing on teaching and research in sustainable engineering and infrastructure. Additionally, Dr. Mills-Beale has experience as a Graduate Research Assistant at Michigan Technological University and held various engineering roles in construction and highway design. Dr. Mills-Beale holds a PhD and MSc in Civil Engineering from Michigan Technological University, specializing in transportation materials.
