Michael Quirk is a Deputy City Attorney at Oakland City Attorney's Office since May 2019. Prior to this, Michael worked as an Associate at Pillsbury & Coleman, LLP from January 2014 to May 2019, and as an Associate at Wilson Elser from December 2012 to January 2014. Michael also gained experience as a Law Clerk at Federal Courts from August 2011 to September 2012, and as a Paralegal at Keker & Van Nest from June 2006 to June 2008. Michael holds a J.D. from Boston University School of Law and a B.S. in Business Administration from San Francisco State University.

We draft and review ordinances and resolutions and sponsor legislation along with members of the City Council. We aggressively and strategically negotiate major agreements, approve as to form and legality all contracts and help to shape Oakland’s policies. And we provide expert legal advice to City leaders and officials including the Mayor, City Council, City Auditor, City Administrator and City departments, boards and commissions.
