Dale Spencer

Dale Spencer is the President and CEO of OBXtek Inc. Dale has over three decades of experience in the government contracting field.

Spencer began their career in the early 1980s as a program analyst for the Department of Defense. Dale later transitioned into business development, holding positions at various government contracting firms including Amyx, Inc. and OBXtek Inc.

As VP Business Development at Amyx, Inc., Spencer was responsible for new business identification, capture, and growth for Intelligence, Department of Defense and Federal Civilian Agency customers. During their tenure, the company experienced 110% growth in 2010-11.

Spencer has led new contract wins at the Federal Communications Commission, Environmental Protection Agency, Defense Manpower Data Center, Federal Aviation Administration, U.S. Navy, Department of Education, Small Business Administration, Federal Motor Carriers Safety Administration, Department of Veterans Affairs, and the Defense Logistics Agency. Dale's recent wins include the $1.1 Billion VA Services for Program Excellence and Corporate Transformation Umbrella (SPECTRUM) BPA won in September 2011.

In their current role as President and CEO of OBXtek Inc., Spencer manages all aspects of business development including providing oversight of Business Development Managers, Proposal Managers, Technical Writers and Subject Matter Experts. Dale has a thorough understanding of all business development processes including identification, qualification, capture and bid. Dale also manages proposals and provides win theme development, response outline, writing coordination, technical writing, and review team coordination and leadership.

Dale Spencer has a Bachelor of Science in Business Administration from Towson University. Dale is a certified ISO9001 Lead Auditor and Lean Six Sigma Black Belt from SGS Yardley Certification Services, Ltd. and Bridgewright Management Consultants, respectively. Dale is also a Program Management Professional from the Program Management Institute.
