David Howard

David Howard is an accomplished executive with extensive experience in finance and risk management. Currently serving as Executive Vice President and Treasurer at OceanFirst Bank since 2013, David is responsible for managing treasury functions, investment portfolios, and liquidity. Previously, David held roles including President of Digital Strategy & Innovation at OceanFirst Bank, where the focus was on digital channel strategies and fintech investments, and Chief Risk Officer at both Guggenheim Partners and GE Capital, with responsibilities ranging from risk management to investment structuring. David's career began as Managing Director at Fitch Ratings, overseeing credit ratings across various financial instruments, and includes an engineering role at GTE Government Systems. David earned a Bachelor of Science in Electrical Engineering from Syracuse University and furthered education at The Wharton School and Boston College.
