Bryan Kelley

Bryan Kelley is currently serving as a Public Policy Analyst at the Office of the Colorado Child Protection Ombudsman, focusing on state policy research related to child protection and youth placement. Previously, Kelley worked as a Policy Analyst at the Education Commission of the States, providing insights on education legislation and equity issues, and as a Policy Researcher through the BJC Fellows Program, developing advocacy skills for religious liberty. In roles at the Institute for Educational Leadership and the National Conference of State Legislatures, Kelley gained extensive experience in education and health policy analysis. Kelley's academic background includes a Bachelor of Arts with double majors in Political Science and Religion from Colorado College, a Master of Arts in Religion and Political Life from The University of Manchester, and a PhD in Political Science from the University of Colorado Boulder.

Office of the Colorado Child Protection Ombudsman

The Office of the Colorado Child Protection Ombudsman is designed to ensure Colorado's complex child protection system consistently provides high quality services to children and families in all 64 counties. We are independent from the state and county agencies that work on behalf of children and families. We exist to listen to citizens about their experience with and concerns about child protection, research, and investigate those concerns, and determine the best way to resolve each concern. Our work also allows us to collaborate with lawmakers, professionals and other stakeholders to advance and policies that will have a lasting, positive impact on our children and families.
