Michael Garrett

Superintendent, Training Academy at Ohio Department of Youth Services

Michael Garrett was appointed Superintendent of the Training Academy in October 2021. In this role, he oversees and coordinates training and eLearning for DYS’s three state-operated juvenile correctional facilities, the Bureau of Parole, and Central Office.

Michael joined DYS in July 2020 in the Division of Professional Standards as the Ohio Youth Assessment System (OYAS) Administrator. In this role, he focused on substantial policy changes and improvements to the fidelity and utilization of OYAS in the development of individual youth case plans.

Michael began his career in November 1999 as a Youth Specialist in Montgomery County Juvenile Court. He served in several capacities there over 22 years, including probation officer, probation supervisor, and Director of the Montgomery County Center for Adolescent Services.

Michael is certified by the University of Cincinnati as an Ohio Youth Assessment System Master Trainer. He holds a bachelor’s degree in criminal justice administration from Columbia College of Missouri and a master’s degree in criminal justice from University of Cincinnati. He also has completed significant leadership training with The Supreme Court of Ohio Judicial College, where he completed the National Center for State Courts Certified Court Manager and Executive programs.
