Kathleen Donneson

Dr. Donneson currently serves as an independent advisor and consultant, working with multiple start-ups, seasoned and large corporate clients on medical/pharmacy clinical, financial contracting and long-term care strategies.

Dr. Donneson served as Branch Chief reporting to the Executive team and CalPERS Board of Administration on a wide range of health policy, administration, and clinical topics and programs. She negotiated and managed $9 billion contracts for six HMO carriers, three self-funded PPO plans, $1 billion self-funded Pharmacy Benefit Management Contract, and the $4 Billion Long Term Care program that serves 1.5 million CalPERS members. Dr. Donneson directed premium negotiations, health benefits, alternative plan designs, health plan procurements and funding, capitation and FFS payments, health plan financial reporting, provider network, clinical programs, and grievances and appeals. She standardized all contract provisions and formats for PPO, HMO plans and PBM; directed end-end interface requirements with CalPERS IT eligibility and enrollment systems, Fiscal Services, and State Controller’s payroll, audit and disbursement services.

Dr. Donneson holds a Doctor of Public Administration from the University of Southern California, Los Angeles. She also has a Master of Public Administration from the University of Southern California and a Master of Public Administration/Health Services Administration from the University of San Francisco.
