Juan conducts research and quality control for IRM assessment reports. He has over 10 years of experience designing, implementing, and evaluating programs for civil society organizations. Most recently Juan worked at the Markle Foundation, managing the evaluation and supporting the strategy of Skillful, an initiative promoting a skills-based labor market in the United States. Previously he was a research associate at the Urban Institute, where he worked on various program evaluations and outcome and performance measurement projects across the United States and Latin America. Juan holds a B.A. in Economics from the University of Maryland, Baltimore County, and is an Institute for International Public Policy Fellow.
