Shawn Ten

Shawn Ten has diverse work experience in various sectors. Currently, they hold the position of Policy Lead (AI, Health, Defence) & Senior Transformation Manager at Open Government Products, a division in GovTech Singapore. In this role, Shawn is responsible for leading cross-functional negotiations with competing stakeholders and making policy and transformation decisions for key products and programs. Shawn has played a significant role in the development of products such as Care360, Armoury, Pair, Signify, and the National Appointment System for Covid-19 Vaccine Booking. Additionally, Shawn has contributed to key programs including the inaugural Public Service Sprint and Hack for Public Good 2023. For their outstanding work, Shawn and their team received the 2023 President's Certificate of Commendation (Covid-19) and the 2022 Public Service Transformation Award for Covid-19 Vaccination Operations.

Shawn is also associated with the Smart Nation and Digital Government Office, under the Prime Minister's Office, where they serve as a Senior Manager for Special Projects. This dual appointment with Open Government Products allows Shawn to contribute to policy areas related to Artificial Intelligence and Data Governance.

Furthermore, Shawn has served as a Guest Lecturer at Lee Kuan Yew School of Public Policy Executive Education since 2023.

Prior to these roles, Shawn worked at the Ministry of Health (Singapore) as a Manpower Planning & Strategy Executive, where they played a significant role in building new programs to address long-term manpower needs in the Public Healthcare Sector and coordinating the manpower response to the Covid-19 pandemic.

Shawn has also served as an Instructor at St Andrew's Junior College in the ACTS Leadership Academy and has worked in the Planning Division of the Ministry of Education, Singapore.

Shawn Ten has a Bachelor of Arts (Honours with Highest Distinction) degree in Global Studies from the National University of Singapore. Shawn also completed the University Town College Programme at the College of Alice & Peter Tan. Additionally, they have obtained a Certificate in Community Development and Leadership from the NUS Chua Thian Poh Community Leadership Centre. Shawn has participated in the International Summer Programme at Seoul National University's Graduate School of International Studies, focusing on International Trade. Shawn also took part in the Student Exchange Programme at the University of California. In terms of certifications, they are an ICAgile Certified Professional in Agile Coaching and a Climate Reality Leader certified by the Climate Reality Leadership Corps. Shawn has completed courses on blockchain through the University of Zurich and on the multilateral trading system through Seoul National University. Shawn's educational background also includes a course on Engineering Economy and Corporate Finance from Nanyang Technological University.
