Joe Mosca

Joe Mosca currently serves as the Chief Executive Officer of the Orange County Power Authority, where leadership focuses on creating a sustainable energy future for approximately 240,000 customer accounts. Mosca has extensive experience in public service, having held various leadership roles including Deputy Mayor and City Council Member for the City of Encinitas, and board positions with organizations such as the California Community Choice Association and the LOSSAN Rail Corridor Agency. Mosca’s background in communications and external affairs supports efforts to promote clean energy initiatives, while a legal education from Quinnipiac University School of Law and a Bachelor’s degree in Political Science from Rhode Island College further enhance expertise in governance and public policy.
