Louis Zhao

Louis Zhao is an experienced professional in transportation programming and grants management, currently serving as the Programming and Grants Development Manager at the Orange County Transportation Authority since August 2007. Louis has held various roles within the organization, including Section Manager II and III for Discretionary Funding Programs and Senior Transportation Analyst, where responsibilities included coordinating staff for multiple transportation programs and managing multi-million dollar State and Federal Call for Projects. Louis's career began with the City of Costa Mesa as an Advanced Planning Intern, contributing to large development projects. Louis holds a Master of Arts in Urban Planning from UCLA and a Bachelor of Arts in Environmental Analysis and Design from UC Irvine.
