Kelly Keiderling

Head of the OSCE Mission, Moldova at ORGANIZATION FOR SECURITY AND CO-OPERATION IN EUROPE

Ambassador Kelly Keiderling was appointed as the Head of the OSCE Mission to Moldova in October 2022. She will also serve as the OSCE mediator in the Transdniestrian Settlement Process. Previously, she served as U.S. Ambassador to Uruguay, Deputy Chief of Mission of the U.S. Embassy in Chisinau, Moldova, and Deputy Chief of Mission and intermittently as Charge d’Affaires at the U.S. Embassy in Caracas, Venezuela. Ambassador Keiderling has held diplomatic positions at U.S. missions to Kyrgyzstan, Cuba, Botswana, the Dominican Republic, Ethiopia, and Zambia, as well as multiple positions in Washington, D.C. Ambassador Keiderling also served as Deputy Commandant/faculty member at the U.S. National War College from 2019-2021, where she taught national security strategy, diplomacy, and Ukraine studies. Her intellectual interests include societies in transition, effective communication, and diplomatic tradecraft.

ORGANIZATION FOR SECURITY AND CO-OPERATION IN EUROPE

The High Commissioner on National Minorities (HCNM) gets involved in a situation if, in his judgement, there are tensions involving national minorities which could develop into a conflict. Much of the day-to-day work is in identifying and addressing causes of ethnic tensions and conflicts. The High Commissioner addresses the short-term triggers of inter-ethnic tension or conflict and long-term structural concerns. If a participating State is not meeting its political commitments or international norms, the High Commissioner will assist by providing analysis and recommendations. Based on experience, the HCNM publishes thematic Recommendations and Guidelines that give advice on common challenges and best practice. The HCNM also provides structural support through small collaborative projects that aim to achieve sustainability through increasing local ownership.
