Caroline Fisher-O’Neill

Caroline Fisher-O’Neill is an accomplished professional in government affairs and advocacy, currently serving as the Director of Alliance Development and East Director of State Government Affairs and Advocacy at Otsuka America, Inc. since January 2021. With a progressive career at Otsuka spanning over nine years, Caroline previously held positions including Director of State Government Affairs and Advocacy and Associate Director for New England and New York. Prior to joining Otsuka, Caroline gained significant experience in legislative health policy as Chief Health Policy Counsel for the Office of Speaker Robert A. DeLeo and as Health Policy Advisor and General Counsel for Senate Richard T. Moore. Caroline began professional legal career as General Counsel for Representative Anthony Petruccelli. Caroline holds a Juris Doctorate from Vermont Law and Graduate School and a Bachelor of Arts in Political Science and Government from the University of North Carolina at Chapel Hill.
