Kathleen O’Toole

Kathleen O’Toole is the founder and president of O’Toole Associates LLC, an international consulting firm based in Boston, Massachusetts and established in 1999 and partner at International Policing Solutions. Prior to this, she has held several executive positions in the public and private sectors, including serving as Boston Police Commissioner and Seattle Chief of Police, Chief of the Metropolitan District Commission Police in Boston, Lieutenant Colonel overseeing Special Operations in the Massachusetts State Police, and Massachusetts Secretary of Public Safety.

Ms. O’Toole’s career has spanned both the United States and abroad, including her appointment as Chief Inspector of the Garda Síochána, the Irish national police service. She was a member of the Independent Commission on Policing during the Northern Ireland Peace Process and recently chaired the Commission on the Future of Policing in the Republic of Ireland. Kathleen has served on several other review and reform panels.

O'Toole has a Bachelor of Arts from Boston College and a Juris Doctor from New England Law Boston, and a Doctorate of Philosophy in Business from Trinity College in Dublin.
