Rachel Swaffer serves as the Outreach Director at the Pacific Legal Foundation since July 2018, focusing on building relationships and coalitions to enhance the foundation’s litigation impact. Prior to this role, Rachel Swaffer was the Director of Network Relations and the Director of External Relations at the Institute for Humane Studies, where strategic partnerships and collaborations were developed to promote classical liberal ideas in academia and beyond. Earlier professional experiences include managerial and administrative positions at DMI, the Franklin Center for Government and Public Integrity, and Americans for Limited Government. Rachel Swaffer holds an MBA from George Mason University and a degree in Politics from Hillsdale College.
