James Windle has a diverse work experience spanning multiple sectors, primarily in government and national laboratories. James is currently serving as the Chief Operating Officer at the Pacific Northwest National Laboratory, where they oversee operational and business functions for the Business Services Directorate. Prior to this role, they were the Director of Funding, Contracts, and Performance, where they managed federal approvals on research proposals and funding.
Previously, James worked as a Budget and Finance Manager at the Pacific Northwest National Laboratory and as a Budget Manager at the National Renewable Energy Laboratory. James also served as the Associate Dean of Administration and Finance at the College of International Security Affairs, National Defense University, where they were responsible for various lines of operations and advised senior officials on process improvements and cost-saving measures.
Before their roles in national laboratories and universities, James worked in the U.S. House of Representatives, Committee on Appropriations, where they drafted bill and report language and made policy recommendations on annual federal appropriations. James also served in the U.S. Department of Energy as an Associate Director for External Coordination and in the Office of Management and Budget, Executive Office of the President, as a Program Examiner.
James began their career as a Senior Policy Advisor at the National Nuclear Security Administration. Throughout their various roles, they have demonstrated expertise in finance, budget management, policy analysis, and operational leadership.
James Windle has a diverse education history. James obtained a Doctor of Law and Policy degree from Northeastern University, where they studied from 2022 to 2025. Prior to that, from 2008 to 2011, they pursued a Master of Arts degree in National Security and Strategic Studies at the U.S. Naval War College. In 2001 to 2003, they completed a Master of Arts degree in International Relations at Boston University.
