Holly Powers has extensive experience in emergency management, currently serving as the Emergency Manager for Jackson County, Oregon since May 2021. Previously, Holly held various roles including Assistant Director of Emergency Services for Placer County and Assistant Emergency Services Manager at Solano County. Additional experience includes working as an Independent Contractor for UC Davis in developing emergency management curriculum and serving as an Emergency Operations Planner for Yuba County. Holly also has a background in strategic planning and evaluation for the California Emergency Management Agency while working with Oak Ridge Associated Universities and the California Governor's Office of Emergency Services. Holly holds a Master's degree in Business Administration and a Bachelor's degree in Business Administration with a focus on Human Resources from California State University-Sacramento.
