Toby Flinn

Toby Flinn, PE, PMP, currently serves as Vice President at Pape-Dawson Engineers since July 2022, following a tenure as President and Principal at TOBIN Engineers from December 2020 to July 2023. Flinn has extensive experience in various leadership roles, including Practice Leader at Pape-Dawson Engineers from February 2019 to July 2021, and contributions to KATERRA as part of the Forward Construction Team. Military service includes positions as Lieutenant Colonel with the US Army Corps of Engineers and Operations, Engineer, & Logistics Officer in the US Marine Corps. Earlier career roles encompass Project Director at American Campus Communities, Project Manager at Sundt Construction, and Project Engineer at Balfour Beatty US. Flinn holds a Bachelor’s Degree in Construction Science from Texas A&M University, a Master’s Degree in Civil Engineering from Missouri University of Science and Technology, and another Master’s Degree in International Affairs from the University of Oklahoma.
