Elizabeth Sanchez-Monville

Sanchez-Monville is the Vice-Chair of the Board of Riverside Public Utilities, California’s 5th largest municipally-owned utility with an annual operating budget of more than $500 million dollars. In addition, she serves on the Board of the Gage Canal Company, an agricultural mutual water company. She is highly regarded for her expertise in California water and municipal power policy.

Previous to her service on the Board she spent 10 years working for the City of Riverside as the utilities Legislative Analyst. In that role she managed the federal and state policy agendas for the City of Riverside Public Utility. She managed their advocacy teams in Sacramento and Washington D.C. as well as managed relationships with members of the State and Federal legislatures. Additionally, she was engaged in strategy formation and implementation with regulatory agencies including the California Public Utilities Commission, California Water Quality Control Board, Santa Ana Regional Water Quality Control Board, California Air Resources Board and the South Coast Air Quality Management District. Sanchez-Monville served on the legislative and governmental affairs committees of the industry’s three largest trade associations, the California Municipal Utilities Association, the Southern California Public Power Authority and on the energy committee the Association of California Water Agencies.

Prior to her work at the City of Riverside, Sanchez-Monville spent eight years in both the political and policy areas throughout California and worked on Capitol Hill in the House of Representatives for California’s 34th Congressional District focused on issues involving telecommunications, health care, and social programs to benefit women and children. During this time, Sanchez-Monville was also staff to the Congressional Hispanic Caucus and a member of the Congressional Hispanic Staff Association. She worked for numerous state and federal candidate campaigns providing both campaign strategy and management. Sanchez-Monville spent several years in the non-profit sector working in the areas of workforce development and healthcare policy.

Born and raised in Riverside California and a product of public schools, she received a B.A. in Political Science from California State University, San Bernardino and was a member of the university’s first Model United Nations National Championship team. She is a member and was Vice President of Pi Sigma Alpha, the national political science honor society and is also a graduate of the Hispanas Organized for Political Equality (HOPE) Leadership Institute. She and her husband have endowed the Monville-Sanchez Student Success Scholarship at California State University, San Bernardino.

Monville-Sanchez has also served her community over the years on various boards including Susan G. Komen Foundation, the Latino Network, Riverside Uptown Kiwanis and the Alumni Association at California State University, San Bernardino. She resides in Riverside with her husband and their two young children and is a parent volunteer for her children’s elementary school.
