Kubeshni Govender

Kubeshni Govender is an experienced policy advisor currently serving at the Parliament of the Republic of South Africa since March 2023. In addition to this role, Kubeshni has been the Director at Black Earth Consulting since September 2007, where strategic interventions are co-created to enhance the responsiveness, accountability, and productivity of public and private sector institutions. Previous positions include Independent Advisor at the South African Local Government Association from 2015 to 2022, Consultant for Stakeholder Engagement and Partnerships at the Presidential Climate Commission in 2021, Management Adviser at Tshedza Trust from 2009 to 2018, and Director of Joburg Innovation and Knowledge Exchange at the City of Johannesburg from 2002 to 2006. Kubeshni started the career at the Commission for Gender Equality as Media Manager and later held roles in the Department of Public Service and Administration, advancing to Head of Communications and Ministerial Support. Kubeshni holds multiple degrees, including a Master’s degree in Cultural and Media Studies from the University of KwaZulu-Natal and various qualifications in coaching and organizational leadership.

Parliament plays an important role in the life of the nation. It is elected to represent the citizens of South Africa according to the Constitution. Parliament is the place where laws are passed and where important issues of the day are discussed. It is the place where the views of citizens can be heard directly by parliamentary committees. Parliament also keeps the executive and state institutions accountable. Parliament is made up of two 'houses' - the National Assembly and the National Council of Provinces (NCOP). The National Assembly represents the people, chooses the President, provides a forum for debate, passes laws, and oversees the executive. The NCOP represents the provinces to ensure that provincial interests are taken into account in the national sphere of government, participates in passing laws, provides a forum for debate of provincial issues, and ensures that local government is represented at national level. Both houses participate in debating and voting on the Budget. Most of this work is done by Members of Parliament (MPs) sitting in parliamentary committees.
