Randy F. Perrin

Randy F. Perrin has over three decades of work experience in various HR and payroll management roles. Starting in 1990, they served as a Payroll Manager at Logan Square East, where they administered payroll for 300 employees. Randy F. also managed daily cash flow reports, payroll journal entries, and commercial leasing. From 1992 to 1996, they worked as a Property Manager and Accountant at Kingsessing Estates, implementing an accounting system that improved profits and reduced delinquent accounts.

In 1997, Perrin joined Kearsley Retirement Community as a Payroll Manager, handling payroll, accounts payable, and accounts receivable for 130 employees. Randy F. earned HUD AHM certification during their tenure. Randy F. then moved on to Community Centers of in 1999, working as a Payroll Administrator and Human Resources specialist. In this role, they successfully processed payroll for over 600 employees and managed tax filings. Randy F. also oversaw the conversion of the in-house payroll system to an automated system.

From 2000 to 2005, Perrin worked at Alliance Consulting as a Payroll Specialist. Randy F. supervised a team of three payroll employees and managed payroll processing for 1,400+ employees across multiple states. In 2005, they transitioned to The Philadelphia Housing Authority as an Asset Manager, overseeing a 620-unit development and supervising 14 staff members. Randy F. was responsible for budgeting analysis, forecasting, and collections.

Perrin's next role was at Family Support Services, where they served as a Director from 2006 to 2018. In this position, they managed HR and payroll for over 200 employees and 11 locations. Randy F. handled various functions, including payroll systems, new hire orientation, contracts, policies, employee benefits, and compliance reviews. Perrin standardized employee health plan coverage, processed billing, and ensured adherence to state and federal regulations.

In 2018, they joined the Defenders Association of Philadelphia as the Director of HR, responsible for leading HR operations. Most recently, in 2022, Perrin became the Vice President of Human Resources at Pathways to Housing PA, where they currently serve.

Randy F. Perrin completed their Bachelor's degree in Accounting and Finance from Lincoln University, between the years 2004 and 2008.
