Raquel L. McLaughlin

Raquel L. McLaughlin, MBA-HCA, is an experienced program manager currently leading the OPTN Modernization Initiative at PCI Government Services LLC since February 2025. With a robust project management background, Raquel previously served as a project manager and PMO lead at Freddie Mac, where responsibilities included directing a mandatory training program for over 7,000 employees. Experience spans organizations such as Ampcus Inc, CTIS, Inc., CareFirst BlueCross BlueShield, and ActioNet, with roles focusing on instructional design, learning management, and regulatory compliance. Raquel holds a Bachelor of Arts in Anthropology and a Master of Business Administration in Health Care Administration from the University of Massachusetts Amherst.
