Melody Higgins, PHR, SHRM-CP, is currently the Director for Human Resources Strategy and Systems at Penn-Mar Human Services since January 2020. Prior to this, Melody served as the Human Resources Director at CHANGE, Inc. from February 2003 to December 2019. Ms. Higgins also has extensive experience as the Regional Director of Human Resources and National Benefits Manager at Advanced Radiology from 1986 to 2002. Melody holds a BA in Economics from the University of California, Riverside and has completed additional education at the University of Delaware and Leadership Carroll Class of 2011.

Founded in 1981, Penn-Mar serves nearly 2,000 adults with intellectual and developmental disabilities each year through community living, day learning, customized employment, family and peer supports, and respite programs. Penn-Mar provides services in Maryland and Pennsylvania.
