Prior to that, Peter Garland was the Executive Director of the Pennsylvania State Board of Education from December 1993 to January 2002. Peter Garland's educational background includes a Ph.D. in Higher Education from Penn State University, a Master of Education in Higher Education Administration from William & Mary, a Bachelor of Arts in English and Psychology from William & Mary, and a Master of Arts in Political Science and Government from Penn State University.
