Stephen Finlayson

Stephen Finlayson is an experienced leader in the fields of innovation and health services, currently serving as the Head of Innovation and Improvement at Penumbra since January 2019 and as a Fellow at the Centre for Welfare Reform since February 2015. Formerly, Stephen held various roles at Thistle Foundation from 2006 to 2018, including Strategic Lead for Health and Wellbeing, where strategic oversight was provided for a supported living service that catered to 80 individuals. Other notable positions include Board Trustee roles at One Parent Families Scotland and the Edinburgh Young Carers Project, as well as foundational work in research and development related to disability support. Stephen holds an MA in Religious Studies from The University of Edinburgh and has pursued further education in person-centred approaches and care management.
