Joe's background includes roles as Transit Protocol Officer for both the Department of the Prime Minister and Cabinet and the Australian Department of Foreign Affairs and Trade, facilitating high-profile international visits. Additionally, Joe has held strategic positions such as Manager of Strategic Program at the Office of the Official Secretary to the Governor-General and Program Coordinator for the Global Executive MBA at the University of Sydney Business School. Educational qualifications include a Bachelor of Business in Human Resource Management & Industrial Relations from RMIT University, a Graduate Certificate in Management from Macquarie University, a PRINCE2 Practitioner certification, and participation in Harvard Business School's High Potentials Leadership Program.

The Department is home to several Commonwealth entities and is responsible for the Office for Women, Office for Best Practice Regulation (OBPR), Office of G20 Sherpa and Behavioural Economics Team of Australia (BETA).
