Scott Cooper

Scott Cooper currently serves as Vice President of Government Relations at Peraton, overseeing external engagement strategies with various stakeholders. With over 30 years of experience, Scott is a Nonresident Senior Fellow at the Atlantic Council focused on national security issues. As a strategic consultant, Scott provides expertise in national security, nonprofit leadership, and political campaigns. Previously, Scott held roles such as Director of National Security Outreach at Human Rights First, Regional Director for the Middle East at Zodiac Arresting Systems, and Lieutenant Colonel in the United States Marine Corps. Scott holds a Master’s degree in International Relations from the University of Maryland and a Bachelor’s degree in Political Science from the United States Naval Academy.
