From 1987 to 1992, they were an Environmental Engineer at Bechtel National, Inc. Spicer worked on FUSRAP projects, authored technical specifications, and assisted with environmental reports. Virden also contributed to the Central Interstate Compact project.
Spicer began their career as an Environmental Engineer at the U.S. Environmental Protection Agency Region IV from 1986 to 1987. Their responsibilities included producing NPDES permits, soliciting public comment, and evaluating water treatment facilities for permit compliance.
