Deputy Secretary-general And Principal Legal Counsel at Permanent Court of Arbitration

Garth Schofield began their work experience in 2002 as an intern at the National Democratic Institute. Garth then worked at the National Endowment for Democracy as a Program Assistant before becoming an Assistant Program Officer. In 2006, they interned for the U.S. Mission to the International Atomic Energy Agency. From 2007 to 2009, they worked as a Researcher for the United Nations Mission in Sudan and as a Law Student Intern at the Yale National Security & Civil Liberties Clinic. In 2008, they were a Summer Associate at the Brennan Center for Justice. Garth has been with the Permanent Court of Arbitration since 2009, starting as an Assistant Legal Counsel and progressing to Senior Legal Counsel and then Deputy Secretary-General and Principal Legal Counsel.

Garth Schofield's education history includes a Bachelor of Arts degree in Political Science and Russian from Williams College, obtained from 1997 to 2001. Garth also attended Middlebury College in 1999 for Russian Language studies. Later, they pursued a Master of Arts in Law and Diplomacy in Conflict Resolution & International Law from The Fletcher School at Tufts University, completing it from 2005 to 2009. Additionally, they earned a Juris Doctorate degree in Law from Yale Law School, studying there from 2006 to 2009. In 2001 to 2002, they attended Moscow State Institute of International Relations (University) MFA Russia MGIMO for International Relations, although no specific degree was mentioned for this period.

Permanent Court of Arbitration

The PCA is an intergovernmental organization with 122 member states. Established in 1899 to facilitate arbitration and other forms of dispute resolution between states, the PCA has developed into a modern, multi-faceted arbitral institution that now spans public and private international law to meet the rapidly evolving dispute resolution needs of the international community. Today, the PCA provides services for the resolution of disputes involving various combinations of states, state entities, intergovernmental organizations, and private parties. The PCA's Secretariat, the International Bureau, headed by its Secretary-General, provides full registry services and legal and administrative support to tribunals and commissions. Its caseload reflects the breadth of PCA involvement in international dispute resolution, encompassing territorial, treaty, and human rights disputes between states, as well as commercial and investment disputes, including disputes arising under bilateral and multilateral investment treaties. The PCA can assist in the selection of arbitrators, and may be called upon to designate or act as appointing authority. The PCA is also a center for scholarship and publication, and a forum for legal discourse.
