Phil Oliff

Phil Oliff is a seasoned policy professional currently serving as a Senior Officer at The Pew Charitable Trusts, where involvement includes leading strategy development for the Student Loan Initiative and shaping higher education work. Previously, Phil held roles as Project Director and Senior Manager at Pew, overseeing diverse policy areas such as higher education and transportation. Prior experience includes policy analysis at the Center on Budget and Policy Priorities, focusing on education finance and its impact on low and moderate-income families, as well as governmental finance fellowship with the New York State Division of the Budget. Phil began a career in education as an Assistant Language Teacher in Japan and has taught social studies at The Epiphany School. Educational credentials include a Master's in Public Policy from Harvard Kennedy School and a degree in Social Studies from Wesleyan University.
