James Blackham is an experienced leader in quantitative engineering and finance, currently serving as the Head of Quantitative Engineering at Phoenix Group since January 2024. Previously, as Founder and CEO of By Miles from September 2016 to October 2023, James launched the UK’s premier pay-by-mile car insurance provider, creating a new market and building partnerships with top insurers and price comparison sites. At Goldman Sachs, from January 2005 to July 2016, James held the position of Managing Director, overseeing the Marquee platform's design and global rollout as well as leading the European Pension and Insurance Structuring team. Earlier in career, as an Associate at ING from September 2000 to July 2003, James specialized in equity and convertible bond trading across European and Asian markets. James holds a Master of Science in Mathematical Modelling and Scientific Computing and a Master of Arts in Mathematics and Computer Science, both from the University of Oxford.
